Nigeria’s premier and pre-eminent policy think-tank/legislative interface, OrderPaper, has been commended for its tireless efforts in promoting transparency, accountability, and good governance in our legislature.

Honourable Onofiok Akpan Luke representing Etinan/Nsit Ibom/Nsit Ubium Federal Constituency of Akwa Ibom State in the Ninth House of Representatives, gave the commendation in correspondence to OrderPaper following his shortlist as a Semi-Finalist for possible induction into the Most Valuable Parliamentarian Hall of Fame. 

In a letter personally signed by the federal lawmaker, he thanked OrderPaper for its tireless efforts in promoting transparency, accountability, and good governance in the legislature, noting that such dedication to tracking and archiving our activities is essential in ensuring that legislators are held accountable to the people they serve.

Rep. Luke who expressed hope that he will make the final cut, pledged to continue working tirelessly in service to his constituents and the nation regardless of the outcome,

“I am writing this letter to express my heartfelt gratitude for recognising my modest efforts in nation-building over the past four years of my tenure as a member of parliament. Your organisation has been a vital partner in providing visibility to my legislative activities.

It is an honour and a privilege to be shortlisted for possible induction into the Most Valuable Parliamentarian Hall of Fame. I am both humbled and honoured by this recognition, and it is a testament to the hard work that I have put into serving my constituents and the nation as a whole.

I want to thank your organisation for its tireless efforts in promoting transparency, accountability, and good governance in our legislature. Your dedication to tracking and archiving our activities is essential in ensuring that we are held accountable to the people we serve.

As I await the final outcome of the selection process, I am filled with hope that I will make the final cut. Regardless of the outcome, I will continue to work tirelessly in service to my constituents and the nation,” part of the letter read.

OrderPaper Nigeria and its partners had, on April 7, 2023, in a statement released in Abuja, announced twenty members of the Ninth National Assembly as Semi-Finalists for the country’s first-ever Most Valuable Parliamentarian (MVP) Hall of Fame.

The MVP Hall of Fame initiative, which furthers its contributions to legislative strengthening and promotion of improved service delivery in the National Assembly, aims to identify and sustain a distinct class of legislators who are performance-driven, excellence-inspired, and public-spirited.

“Having undertaken an independent, thorough and unprecedented data-driven annual performance appraisals of the 469-member ninth National Assembly since its first anniversary in 2020,” the organisation says it “deemed it appropriate and timely to commence instituting the Most Valuable Parliamentarian  (MVP) Hall of Fame.”

According to the organisers, the shortlist comprises a female Senator, two Principal Officers, two Presiding Officers and ten first-term lawmakers across party lines from both the Senate and House of Representatives and would be subjected to a rigorous points-based scoring system to arrive at the eventual inductees into the Hall of Fame.

The annual appraisals focused exclusively on the core legislative function of law-making, and consideration for the MVP nomination and subsequent shortlisting essentially applied the Value, Impact, and Productivity criteria in rating those shortlisted contributions.  

While value speaks to the correlation of a bill’s advancement of the governance objective of the federal government; impact relates to the empirical contribution of a bill to the enhancement of the lives and living conditions of citizens; and productivity applies to the stage of progression of a bill to measure the diligence, dedication and hard work put into its processing by its sponsor.

Rep Onofiok Luke; who was first elected to the federal legislature in 2019, was nominated for possible induction as the Most Valuable Parliamentarian (MVP) Hall of Fame for being among the Top Five Performers, House Of Representatives Newbies.

Some other lawmakers shortlisted as Semi-Finalists include Speaker Femi Gbajabiamila (APC, Surulere I, Federal Constituency, Lagos),  Samuel Ifeanyi Onuigbo (APC, Umuahia North/Umuahia South, Federal Constituency, Abia), Senator Uba Sani (APC, Kaduna Central Senatorial District), Senator Ifeanyi Patrick Ubah (YPP, Anambra South Senatorial District) among others.

OrderPaper continues to receive commendation for its role in bridging the gap between people and parliament, as well as its numerous initiatives geared towards improved service delivery in the National Assembly.
