LIFE SERVICE: Sectoral debate, security, infrastructure take priority in NASS this week

The House continues its suspended sectoral debate with heads of security agencies as well as those of other sectors.

In keeping with its mandate to bridge the gap between citizens and the legislature, OrderPaper’s Legislative Intelligence Forecast (LIFE) Service, by Kauthar Anumba Khaleel, gives an insight into other activities that will take place in the National Assembly during the week.

Reps

The lawmakers will push for the Investigation into funds disbursed for the alternative school programme, better education service delivery for all, at-risk children programme, and interventions programme for out-of-school children from 2016 to date; the Implementation of Corporate Social Responsibility (CSR) by Multinational Oil Companies and Other Corporate Bodies in the South-South region, Gaps and loss of opportunities in the maritime sector as well as the State of Refineries in Nigeria.

The House will weigh in on the recent Increment of DSTV/GOTV Packages by the Multichoice Group; Recovery of unpaid 10% freight levies due to Nigerian Export Promotion Council (NEPC) from Nigerian Maritime Authority (NIMASA); Alleged mismanagement of interest from excess crude account by the Central Bank of Nigeria; the Auctioning of over 7000 Seized Containers by the Nigerian, and the escape of inmates from Kuje Custodial Facility.

Also, the reports of Ad-hoc Committee on the Review of Standing Orders of the House of Representatives; a Bill for an Act to Repeal the Revenue Mobilisation, Allocation and Fiscal Commission Act, and Enact the Revenue Mobilisation, Allocation and Fiscal Commission Bill, 2023 to grant the Commission Enforcement Powers in the Monitoring of accruals to and Disbursement of Revenue from the Federation Account and, a Bill for an Act to Establish the Agency for National Ethics and Values Compliance to Control Unethical Behaviour and Enforce Compliance with Principles of the National Ethics.

Also to be considered are reports of security-related bills, which include a Bill for an Act to Amend the Armed Forces Act, 2004 to Foster Collaboration between the Armed Forces and other Security Agencies in the Provision of National Security and Establish Armed Forces Human Rights Unit to Provide a Reporting Channel for Civilians whose Human Rights are Violated by Members of the Armed Forces; A Bill for an Act to Amend the Nigeria Police Act, 2020 to Regulate the Powers of the Police; to Promote Effective Collaboration between the Police and other Security Agencies and to Provide for the Operational Framework for Community Policing in Nigeria; A Bill for an Act to Provide for Statutory Regulation of Peacekeeping Operations by Members of the Nigerian Armed Forces, the Nigerian Police, the Nigeria Security and Civil Defence Corps and other Security Organizations; and a Bill for an Act to Establish the Agency for National Ethics and Values Compliance to Control Unethical Behaviour and Enforce Compliance with Principles of the National Ethics.

The House will also intervene on the following infrastructure projects across the country. Completion of the abandoned Shoreline Protection Project in Ode – Ugborado Community, Warri South – West Local Government Area of Delta State; Rehabilitate the old Oyo–Ogbomoso road, and the construction of the skill acquisition center at Iwuo-Achan, Ibeno Local Government Area of Akwa Ibom State; Construction of pedestrians bridge in Kaga, Benisheikh Local Government Area of Borno State as well as the prevention and management of the devastating effect of flooding in Nigeria.

Following the confusion trailing the validity of old naira notes, it will seek public awareness on the use of the Redesigned Naira Notes and the Terminal date of the Old Naira Notes, even as it seeks to put in check, the excessive behaviour of VIO officers on major highways in the Federal Capital.

On transportation, the lawmakers will seek Motions seeking the proper handing over between outgoing and incoming Foreign Ambassadors in the country; and the extension of rail lines to South-South, South-East, North Central and North-West Geo-Political Zones of Nigeria.

Senate

The Senate will push for the following, the commencement of review of laws of the federation that remain unrevised in twenty decades, and the upgrade of the Margret Ekpo International Airport, Calabar to a regional trade cargo airport just as it will deliberate the challenges to the challenges of out-of-school children in the country.

The Upper Chamber will also consider the reports on a Bill for an Act to Repeal and Re-enact the Dishonored Cheques (Offences) Act 1977, and a Bill for an Act to facilitate the use of information in electronic form for conducting transactions in Nigeria.
