LIFE Last Week: 50 percent accuracy on forecasts plus STAR bill

With a 50 percent accuracy rate in last week’s forecast, OrderPaper continues to serve as the authoritative platform for understanding policy dynamics within the National Assembly.

As the national assembly convened for plenary week, November 26 to November 28, 2024, OrderPaper forecasted likely issues and activities that would engage lawmakers.  With an accuracy rate of 50 percent, our Legislative Intelligence Unit assessed several critical issues that ultimately found their way into the debates and discussions in parliament. 

Here’s a look at the outcomes.

MTEF and 2025 budget

As predicted by OrderPaper, the House of Representatives officially approved the 2025-2027 Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP), with some  key fiscal projections raising eyebrows. The projected exchange rate for the 2025 budget has been pegged at N1400 to the US dollar. This decision, based on the Federal Government’s recommendation, has sparked debate, with some lawmakers suggesting the rate should be raised to N1600 in line with the current market trends. 

Legislative debates on controversial tax reform bills

As anticipated, the Senate and House of Representatives debated the controversial tax bills from President Bola Tinubu. While the bills have passed their second reading in the Senate following a heated debate, the House of Representatives is still deliberating its next steps and has resolved to seek further consultations on the bills.

Commemoration of International Day for the Elimination of Gender-Based Violence (GBV)

Additionally, our forecast on the commemoration of the 16 days activism against Gender based Violence (GBV) was  validated when lawmakers participated in a solidarity march aimed at ending GBV and highlighting the need for legislative action and societal change. On the following day, members  of the House of Representative wore orange mufflers in solidarity with women. 

Reps screen acting COAS, Oluyode 

Confirmation of new Chief of Army Staff

In line with our predictions, Olufemi Oluyede was screened by both the House of Representatives and the Senate, leading to the confirmation of Oluyede by the House as the new Chief of Army Staff. Upon confirmation, the new COAS assured the lawmakers of his readiness to set the ball rolling and give his best to the task ahead.

STAR Bill

It’s another week where we shine the spotlight on the most impactful bills introduced in the National Assembly over the past week. This bill by Rep. Clement Jimbo  (APC, Akwa Ibom) seeks to establish a commission that will leverage Nigeria’s vast and dynamic population to create employment opportunities for youth, transform raw materials into finished products, and enhance the country’s Gross Domestic Product (GDP), while also facilitating technology transfer to Nigeria.
