OrderPaper is Nigeria’s foremost independent parliamentary monitoring organisation and policy think tank. We deploy data and technology to bridge the gap between parliament, policy and people.
OrderPaper is a legally registered non-governmental organization in Nigeria with a decade-long footprint in social entrepreneurship. Our work spans civic engagements, capacity strengthening, and policy interventions that expand the frontiers of good governance and deepen democratic practices.

Our Theory of Change
At OrderPaper, our theory of change is that the Parliament will fulfil its mandate of lawmaking, oversight and representation to the electorates if the right crop of representatives is elected to office; the institution is provided with appropriate legislative strengthening, and citizens are well-informed and capacitated enough to demand transparent, accountable, and optimal service delivery. To achieve this, we have designed and deployed interventions around data-driven parliamentary reporting and analyses, legislative accountability, policy advocacy and advisory.

- Successful Annual Performance Appraisals

OrderPaper undertook an innovative and unprecedented performance appraisal of members of the 9th National Assembly to promote legislative accountability. These appraisals, which offer a rich resource for research, education, and citizen engagements in the National Assembly, have continued to generate intense interest and reactions from constituents, stakeholders, the National Assembly, and the broader public beyond the shores of Nigeria. The appraisals were anchored on the law-making function of the 469 federal legislators - using the metrics of volume, value, impact and progression (VVIP) of bills processed in both the Senate and House of Representatives. - Most Valuable Parliamentarian (MVP) Hall of Fame

The Hall of Fame is reserved for a distinct class of legislators who have proven to be performance-driven, excellence-inspired, and public-spirited. The maiden induction of qualified MVPs for the 9th National Assembly witnessed the formal induction of five (5) and the recognition of 22 other top-performing parliamentarians. Some have become leaders in the current assembly, state governors, and heads of government agencies in the current dispensation.
- Partnership with the House of Representatives

Since implementing activities leading up to its inauguration in June 2023, OrderPaper has been recognised as a technical partner of the 10th National Assembly. This included participation in the Orientation Programme organised for assembly members. As the 10th House of Representatives set the ball rolling, it engaged OrderPaper as a technical partner for collaboration on capacity strengthening and service delivery assistance. Following a series of technical engagements with development partners, including OrderPaper, the Parliamentary Development Programme of the House was launched in February 2024. In implementing this programme, OrderPaper is listed to support the 10th House in promoting transparency, accountability, and public engagement incorporated into governance and collaboration on building a citizen-centred and responsive House. Similarly, OrderPaper enriched the research data captured in the document through its Quarterly Policy Report (QPR). Specifically, our publication, A Peep into the 10th National Assembly, was helpful. This underscores the tangible impact of the organisation’s research, policy, and advocacy efforts in Nigeria’s public policy space.

Successful voter sensitisation, monitoring and observation of the 2023 National and State Houses of Assembly election across the 360 Federal/State Constituencies through the VOTER project - Validating the Office of the Electorate on Representation.
- The GIFT project

OrderPaper implements an effective anti-corruption campaigns and policy reforms within the extractive sector/Public Finance Management (PFM) thematic areas. In this project, we are advocating to amend the Fiscal Responsibility Act (FRA), 2007, to plug revenue leakages and address corruption in public finance.

OrderPaper provides specialised research and knowledge products on public policy and parliamentary interventions. These products include the Quarterly Policy Review (QPR), Legislative Intelligence Forecast Entry (LIFE), Commissioned Policy Briefs (CPBs), and the NASS Annual Report (NAP), which is released every September.
- The Leg’ACE programme

OrderPaper created and maintains the Legislative Accountability and Constituency Engagement programme, which comprises a community of Active Citizens Engaging (ACEs) in the legislature. These community-based volunteers are spread across the country's 360 Federal Constituencies and continue to receive capacity-building support and guidance to engage their representatives in parliament.
- POPULA - Promoting Open Parliament for Upscaling Legislative Accountability- project

OrderPaper implemented the POPULA project, which birthed the Nigeria Network of Parliamentary Monitoring Organisations (NNPMOs). A key focus of the project was popularising the Open Parliament Index (OPI) developed by a partner organisation with support from NED to assess Parliaments across Africa using the three criteria of Open Parliament - Transparency, Civic Participation, and Public Accountability.
