Deputy speaker and the chair, rules and business committee of the house lead in the top 10 list of members with the most bills within the first year
As the 10th National Assembly marked its first year in office, OrderPaper released its annual review of legislative performance, offering an important benchmark for evaluating the productivity and influence of lawmakers across both chambers. This year’s report on the number of bills introduced in the Senate and House of Representatives, sheds light on the legislative efforts directed toward tackling key national issues.
Lawmakers who introduced a significant number of bills often demonstrate an acute awareness of the needs of their constituents, as well as a broader understanding of national challenges. By bringing these legislative proposals to the table, they help shape the direction of the country’s legal framework and policy landscape.
After analysing the legislative activities from June 2023 to May 2024, the following lawmakers have been identified as the top 10 in terms of bill sponsorship. These lawmakers have distinguished themselves by actively participating in the legislative process, contributing a considerable volume of bills that address a wide range of issues.
Leading the charge is Rep. Ben Kalu, the deputy speaker of the House of Representatives, whose impressive tally of 85 bills showcases his dedication to addressing pressing national issues. His proactive approach sets a high bar for his peers and highlights the crucial role of leadership in legislative success.
Hot on his heels is Rep. Saidu Abdullahi from Bida/Gbako/Katcha, Niger, with 26 bills to his name. Abdullahi’s contributions reflect his determination to amplify the voices of his constituents in the legislative arena. Meanwhile, Rep. Miriam Onuoha from Onuimo/Okigwe/Isiala Mbano, Imo, also made significant strides, sponsoring 23 bills that underline her commitment to driving legislative change.

Rep. Waive Francis from Delta, with 24 bills, has demonstrated an ability to navigate complex issues effectively, while Rep. Paschal Agbodike from Ihiala also brought forward 23 bills, contributing to important discussions on governance.
In the mix, we also find the Speaker of the House, Tajudeen Abbas, who sponsored 21 bills, balancing his leadership duties with active participation in legislative matters. Rep. Yusuf Gagdi from Plateau has made his mark with 22 bills, while Rep. Manu Soro from Bauchi has kept pace with 23 bills, both illustrating the diverse priorities of the assembly.
Completing the lineup are Rep. Oke Oluwole from Osun with 21 bills and Rep. Nnamchi Paul from Enugu with 19 bills, each adding their unique perspectives to the national conversation.
Out of the 469 lawmakers in both the House of Representatives and the Senate, these 10 individuals stood out for their significant volumes of bills sponsored. While some lawmakers have been particularly active in introducing a range of legislation, others have not sponsored any bills at all. This disparity highlights varying levels of engagement within the National Assembly. As the 10th National Assembly continues its work, it will be crucial to observe how these sponsored bills translate into actual policy changes and address the needs of their constituents.
