10TH NASS REPORT CARD: Ogun lawmakers post high number of stagnant bills

Ogun lawmakers sponsored 54 bills representing 3.3 percent of the total numbers in the Senate and House of Representatives. Most of them are still at the stage of first reading though.

The core function of the legislature is lawmaking for the good governance and well-being of citizens aside from oversight and representation. 

Members of the 10th Senate and House of Representatives processed a total number of 1,650 bills in one year. Out of which, lawmakers representing Ogun state account for 54 bills representing 3.3 per cent. However, 75 percent of the bills are  yet to scale through second reading while 25 per cent are awaiting consideration.

According to OrderPaper’s detailed analysis of bills processed between June 2023 and May 2024, the 3 senators representing the state account for 27 of the 475 bills sponsored in the Senate and in the House of Representatives, the 9 Ogun state reps account for 27 of 1175 total bills. 

Interestingly former governor Gbenga Daniel (a newbie) representing Ogun east beat his colleagues to top the chart with 13 bills. It is no surprise that Daniel has sponsored the most bills from Ogun – being a former governor he is well grounded about issues affecting his constituents. He is the lead sponsor of the “South West Development Commission bill” and the bill has scaled through second reading on the floor of the Senate.

Senator Olamilekan Solomon (3rd termer)  representing Ogun west and Senator Shuaib Afolabi (1st termer) representing Ogun central accounted for twelve (12) and two (2) bills respectively. 

Meanwhile, in the House of Representatives, Rep. Adegbesan Folorunshu  representing Ijebu north/Ijebu east/Ogun waterside  (a newbie) recorded seven which places him ahead of the only female principal officer in the 10th National Assembly, Rep. Onanuga Adewunmiwho has six bills. Rep. Osoba Babatunde (3rd term member) representing Abeokuta North/Obafemi Owode/Odeda accounted for five bills. Others are Rep. Akinosa Akanni representing Ado-odo/Ota (1st term member) trailed closely with a bills tally of three, Isiaka Adegboyega (1st termer) representing Egbado north/Imeko Afon recorded two, Ogunbanwo Olufemi (1st termer) has two bills on the tally.  

Also, Rep. Abiodun Akinlade (3rd term member) representing Egbado north/Ipokia has one bill, Isiaka Ayokunle representing Ifo/Ewekoro (third term member) recorded one bill only, and Afaupe Morrufe (2nd term)   representing Abeokuta South scored zero on the bills tally for the period under review.
