The House of Representatives, on Tuesday, smuggled in a CyberCrime Act Amendment Bill for consideration as plenary resumed.

As it is the procedure of the House, the Bill was supposed to be listed on the Order Paper of the day and copies of the Bill ought to be made available to all members but that was not the case.

OrderPaper notes that the said Bill was not among the items listed on the Order Paper of the day as the first Bill listed on today’s Order Paper is “A Bill for an Act to Alter the Constitution of the Federal Republic of Nigeria, 1999 to Provide for Establishment of State Police and for Related Matters (HB. 617).”

Challenging the presentation of the Bill, Rep. Sada Soli (APC, Katsina) questioned the procedure of presenting the bill saying “This bill is a very important bill and all members should have it.”

He further stated that the House did not comply with the new House Rules stated in “Order 12 Rule 2 subsection 2”,

The presiding officer, Deputy Speaker, Benjamin Kalu therefore moved that the Bill be stepped down to undergo the appropriate House procedures.

Earlier the Bill was introduced for a second reading by the Leader of the House, Rep. Julius Ihonvebere (APC Edo).
