10TH NASS REPORT CARD: Top 10 ranking senators sponsor 61 bills

The first year of the 10th Senate saw a total of 475 bills sponsored between June 2023 and May 2024. Of these 475 bills, the top 10 ranking lawmakers in the 10th senate sponsored 61 bills.

Ranking members are those lawmakers who have served more than one term in the Senate or the House of Representatives. Interestingly, some of these ranking members have spent a decade and more in the National Assembly.

As a means to promote transparency and accountability in the nation’s legislative bodies, OrderPaper carried out a comprehensive analysis on the performance of lawmakers between June 2023 and May 2024 which marks the first year of the 10th Assembly. These assessments provide valuable insights into the activities of lawmakers, enabling citizens to make informed judgments about their representatives’ performances.

This detailed analysis shows that the 10 top ranking members in the 10th Senate sponsored a total of 61 bills in the period under review.

Here is a breakdown of the bills tally for each of the top 10 ranking senators.

Ahmad Lawan

The immediate past President of the Senate, Ahmad Lawan who is also known to be one of the landlords of the National Assembly having served 7 terms (2 terms in the House of Representatives, on his 5th term in the Senate) failed to sponsor a single bill in the first year of the 10th NASS.

Ali Ndume

Known to be a very controversial lawmaker, Ndume who began his lawmaking journey over two decades ago and was the chief whip of the senate until his involvement in another recent controversy a few months ago, sponsored 5 bills in the first year of the 10th Senate. However, all the bills he sponsored in the period under review are still stuck at the first reading.

Jibrin Barau

Currently serving as the Deputy President of the Senate, Senator Barau sponsored a total of 22 bills between June 2023 and May 2024. Of these 22 bills, 90.9 percent of them are still at first reading stage. 4.5 percent of the bills are awaiting committee report while only 4.5 percent have been passed

Tahir Monguno 

Monguno, the current chief whip of the senate who took over from Senator Ndume, sponsored the highest number of bills amongst the top 10 ranking senators with a total of 23 bills of which 95.6 percent of the bills are at the first reading stage while 4.3 percent are awaiting committee report.

Enyinnaya Abaribe

Former Deputy Governor of Abia State, Enyinnaya Abaribe who is currently serving his 5th term in the senate sponsored only 1 bill in the period under review. Abaribe who had previously served as the minority leader of the 9th Senate has this single bill still stuck at first reading stage.

Abdul Ningi 

One time deputy majority of the senate, Abdul Ningi has been a lawmaker at the National Assembly for 5 terms. Ningi is known to be one of the most outspoken lawmakers in the senate, however between June 2023 and May 2024 which marks the first year of the 10th Assembly, he failed to sponsor a single bill.

Adamu Aliero 

Fourth term senator, Adamu Aliero representing Kebbi Central under the platform of the Peoples Democratic Party (PDP), sponsored only 1 bill in the period under review  which is currently awaiting committee report.

Danjuma Goje 

Danjuma Goje who is also a former governor of Gombe State is one of the top ranking members in the 10th Senate. Goje who is currently serving his fourth term in the senate sponsored 2 bills in the first year of the assembly of which 100 percent of them are at first reading stage.

Aminu Tambuwal

Senator Tambuwal has successfully spent 4 terms in the National Assembly (3 terms in the House, on his first term in the Senate). In the first year of the 10th Senate representing Sokoto South, he sponsored 3 bills which are still awaiting second reading.

Nasir Daura 

Senator Nasir Daura is currently serving his 4th term in the National Assembly having served 3 terms in the House, and now on his first term in the Senate. In the first year of the 10th Senate, he sponsored 6 bills of which all bills are still in the first reading stage.
