10TH NASS REPORT CARD: Speaker leads as 3 ranking reps sponsor no bill

Top ranking lawmakers accounted for 57 out of 1175 bills processed in the 10th House as three in this category recorded nil in the bills tally.

As the 10th National Assembly recently clocked one year in office, OrderPaper has been publishing the annual performance appraisals of lawmakers on bills sponsorship which is their primary responsibility.

According to thes detailed analysis of bills processed between June 2023 and May 2024, top ten (10) ranking lawmakers in yhe House of Representatives accounted for 57 out of 1175 bills recorded in the period under review.

Speaker of the House, Rep. Tajudeen Abbas, representing Zaria federal constituency Kaduna state and Rep. Oluwole Oke representing Obokun/Oriade federal constituency of Osun state, sponsored 21 bills each. Both men are serving their 4th and 6th terms respectively. However 90 percent of their bills are still at the stage of first reading. It is on record that the Speaker sponsored the most bills in the 9th assembly.

Rep. Frederick Agbedi, representing Sagbama/Ekeremor federal constituency of Bayelsa state who is serving his fourth term, recorded six bills. He is followed by Rep. Nicholas Mutu, representing Bomadi/Patani federal constituency. of Delta state and currently the oldest (1999-date) lawmaker in the House of Representatives, with four bills.

Meanwhile, Rep. James Faleke representing Ikeja recorded two bills both of which are awaiting second reading. He is serving his fourth term and has been appointed, chairman committee on finance twice consecutively. It is expected that he will sponsor legislation that will stop leakages in revenue generation and also come up with better laws that can curb external borrowing by the federal government.

Rep. Alhassan Ado-Doguwa, representing Doguwa/Tudun Wada federal constituency of Kano state, sponsored two bills. He is serving his sixth term.

Rep. Kwamoti Laori is a third term serving lawmaker from Adamawa state representing Demsa/Numan/Lamurde federal constituency. He sponsored one bill between June 2023 to May 2024.

Rep. Khadija Bukar, representative for Damaturu/Gujba/Gulani/Tarmuwa of Yobe state is serving her fourth term and has recorded zero bill. She is the wife of late senator and former governor of the state, Abba-Bukar Ibrahim. She is also a former minister of state for foreign affairs.

Rep. Aliyu Betera, representing Biu/Bayo/Shani/Kwaya Kusar federal constituency of Borno state, sponsored no bill. He is serving a fifth term and hardly contributes during plenary sessions or committee engagements. He was a very strong contender for the 10th House speakership position which eventually saw Rep. Abbas emerge. He was also chairman of the House committee on Appropriation in the proceeding (9th) assembly and current chairman Federal Capital Territory.

Surprisingly, the immediate past deputy speaker of the House of Representatives, Rep. Ahmed Wase, representing Wase federal constituency of Plateau state, falls under the category of ranking lawmakers without a bill. He is a fifth term member with lots of experience. He is the current chairman of the House committee on federal character, the same position he maintained in the 8th assembly. He also contested for speaker in the current assembly.
