10TH NASS REPORT CARD: South-east Reps sponsor 24 percent of House bills

Representatives from the south-east geopolitical zone has sponsored 24 percent of the 1175 bills introduced in the first year of the 10th House. 

Lawmakers from the south-east geopolitical zone have made a significant impact in the 10th assembly by introducing 279 bills, which accounts for 24% of the total 1,175 bills sponsored in the House during the first year.  Of this number, 18 were passed/transmitted, 1 bill was adjourned for consideration, 3 bills were consolidated, 14 bills are awaiting consideration, 18 bills are awaiting report, and 226 bills are awaiting second reading.  

Of the 34 lawmakers from the zone, 27 actively participated in bill sponsorship, while 7 did not engage in the bill sponsorship process.  Among these lawmakers, 2 are currently serving as principal officers in persons of Rep. Benjamin Okezie Kalu  (APC), representing Bende federal constituency,  Abia State, serving as the deputy speaker, who sponsored 85 bills and Rep. George Ibezinako Ozodinobi (LP), representing Njikoka/Dunukofia/Anaocha federal constituency, Anambra state serving as deputy minority whip, who sponsored 1 bill. 

Additionally, the zone is represented by 4 female lawmakers reflecting a modest effort towards gender balance compared to their counterparts in other zones. These female lawmakers are Rep. Lillian Obiageli Orogbu (LP) Awka North/Awka South federal constituency, Anambra state, Rep. Gwacham Maureen Chinwe (APGA) Oyi/Anyamelum, Anambra state, Rep. Nnabuife Chinwe Clara (YPP) Orumba North/South, Anambra state, and Rep. Princess Mariam Odinaka Onuoha (APC) Isiala Mbano/Okigwe/Onuimo federal constituency, Imo state.

It is also noteworthy that the south east-zone introduced the highest bill volume by any geopolitical zone during the period in review.

Here is a further breakdown of the activities of the south-east zone per state. 

Abia 

5 out of Abia lawmakers sponsored a total of 104 bills. 12 of these bills were passed/transmitted, 1 was adjourned for consideration, 8 are awaiting report, 71 are awaiting second reading, and 12 are awaiting consideration. The bills constitutes 37.3 percent of the zonal bills and 8.95 percent of the total house bills. 

Anambra

Only 7 of Anambra lawmakers sponsored bills with the first year and they had a total of 39 bills between them. 1 was passed/transmitted, 1 was consolidated, 2 are awaiting report, and 35 are awaiting second reading. These bills represent  14 percent of the south east bills tally and  3.4 percent of the total house bills tally. 

Ebonyi 

Ebonyi had a total of 19 bills sponsored by 4 of its lawmakers. The bill progression is as follows: 2 bills were consolidated, 2 bills are awaiting report, and 15 bills are awaiting second reading. The bills account for 6.8 percent of the zonal bills tally and 1.63 percent of the total house bills. 

Enugu 

Enugu had 42 sponsored bills by 5 lawmakers. Of this number, 1 were passed/transmitted, 6 are awaiting report, 33 are awaiting second reading, and 2 are awaiting consideration. These bills make up 15 percent of the south south zone bills tally and 3.6 percent of the total house bills. 

Imo

Imo has 6 sponsors who proposed 75 bills. Out of these 75 bills, 4 were passed/transmitted and 71 are awaiting 2nd reading. The bills constitutes 26.9 percent of the zonal bills and 6.45 percent of the total house bills.
