Based on a detailed analysis done by OrderPaper, Ningi failed to sponsor a bill in the first year of the 10th NASS.
The senate passed the first reading of a bill seeking to amend the Nigerian Population Commission Act.
The bill titled “National Population Commission Act (Amendment) Bill, 2024” was read for the first time during Wednesday’s plenary.
This is as it also passed the first reading of a bill titled Federal Medical Centres Act (Amendment) bill during Thursday’s plenary.
These amendment bills happen to be the first and only bills sponsored by a ranking member of the Senate, Abdul Ningi (PDP, Bauchi Central) in the 10th Senate.
OrderPaper had carried out and reported a detailed analysis on the performance of lawmakers in the senate based on the number, value and progression of bills sponsored by each lawmaker in the 10th assembly.
The analysis, which covers from June 2023 to May 2024 reveals that Ningi throughout the 1st year of the 10th Senate, failed to sponsor a single bill.

Ningi, being a ranking member in the national assembly, having served 3 terms in the House of Representatives and currently serving his second term in the senate, is known to be very outspoken and and consistent in contributing to bills sponsored by other lawmakers. However, he sponsored no bill in the period under review.
However, shortly after OrderPaper published its annual performance report card of the assembly, Ningi sponsored two bills in one week a few weeks after lawmakers resumed from their annual recess.
