OrderPaperToday – The need to empower the National Assembly Budget and Research Office (NABRO) through adequate funding to provide technical expertise on budgeting to the National Assembly has been emphasized.
Acting Director – General of NABRO, Mr. Enoch Jarumi blamed lack of presidential assent to the Bill as passed by the National Assembly has prevented Nigeria from the immense benefits that should accrue from its operations.
Jarumi said this at the inaugural meeting of the House of Representatives committee on Legislative Budget and Research in Abuja on Monday.
According to him, Nigeria stands a lot to gain if the President’s assent is given to the bill which will make it a full operational agency of the National Assembly.
He said that despite the poor staff strength of NABRO, it has been able to provide documents which has been of help to members of the National Assembly in their over sight responsibilities adding that it has been also helpful in providing the Medium Term Expenditure Framework (MTEF) for budgeting over the years from 2013 till date.
The acting Director – General while lamenting the none standing formula for the agency decried that, “funding is at the mercy of the National Assembly”.
He said that once the bill is passed into law it will give agency it’s legitimacy and proper funding the NABRO deserves.
Chairman of the House Committee on Legislative Budget and Research Hon. Timothy Golu while delivering his inaugural address said that the issue of budgeting is a sensitive one which has a lot of misconceptions around it.
Golu hinted that the committee is set up to give accountability and must be autonomous.
