Legislative Compliance Index (LCI)
The Legislative Compliance Index (LCI) is a pioneering initiative developed by OrderPaper Nigeria, designed to evaluate and measure the extent to which lawmakers in Nigeria, and potentially other countries, can ensure that motions and resolutions passed in parliament are enforced and complied with by the relevant government Ministries, Departments, and Agencies (MDAs).

The LCI is an accountability tool to track how effectively executive bodies comply with parliamentary resolutions. This initiative utilises a set of indices to assess compliance, which are classified into three categories:
Complied: Resolutions that have been fully implemented or are being actively followed through by the responsible executive bodies.
Not complied: Resolutions that have not been implemented by the responsible executive bodies and no significant progress has been made.
Contested: Resolutions under dispute, where there is disagreement between parliamentarians and the responsible executive bodies over the implementation or enforcement.
The core value proposition of the LCI includes promoting legislative transparency, enhancing accountability, improving legislative performance, strengthening democratic governance, empowering citizens, promoting legislative ethics and integrity, data-driven insights for policy improvement, building public trust in governance, incentivising legislative improvement and supporting legislative reforms.
