On this week’s episode of #MondayMeme, we conclude our series on the Rules on Behaviour of Members in the Nigerian House of Representatives; the green chamber of the National Assembly.

Members

 

 

Member speaking not to be interrupted:
When a member is speaking, no member may converse aloud or make any noise or disturbance to interrupt him/her.

Members to be silent:

During a sitting, all members shall be silent or shall confer only in undertones.

 

No Smoking, Chewing or Drinking:
No member shall smoke, chew gum or drink while the House is in session.

“Interruption not allowed” –  Exceptions

No Member may interrupt another member whilst speaking, unless to:

  • Call attention to a point of order or privilege suddenly arising.
  • Call attention to the lack of quorum, presence of strangers, move closure motion or move “that the business of the day be called on.”

Members to be properly dressed
Members shall attend sittings of the House formally dressed.

 

Members not to approach the Speaker when the House is in session:
No member, other than a Principal Officer or the Chairman, Committee on Rules and Business, unless invited by the Speaker, shall approach the Speaker when the House is in session, but on matter(s) requiring urgent attention of the Speaker, it may be communicated through the Chief Whip.
