OrderPaperToday – The Chief Whip of the House of Representatives, Mr. Mohammed Monguno, has hailed OrderPaper Nigeria for raising the consciousness of citizens on the primary responsibilities of lawmakers through its signature midterm reporting.

The outspoken and well respected member, who represents Marte-Monguno-Nganzai federal constituency of Borno State on the platform of the All Progressives Congress (APC), said the unprecedented data-driven publications by OrderPaper on the sponsorship, progression and impact of bills by members of the 9th National Assembly has set a new record for parliamentary monitoring.

Mr. Monguno, who is a fifth-time member of parliament and had served in the legislature between 1992 and 1993, said the midterm performance appraisals being reeled out by this organization has put a lot of legislators on their toes.

The lawmaker made these remarks during an exclusive interview with OrderPaper Nigeria on Thursday.

While reiterating that the core roles of a legislator is lawmaking, oversight and representation, he said OrderPaper has done creditably well by bringing performance in these areas to the fore to enable citizens assess their representatives objectively.

According to him, “you (OrderPaper) have really brought to the consciousness of the people that the primary responsibility of a lawmaker is that of lawmaking and they should be assessed based on the number of laws or bills that they have sponsored irrespective of whether it has seen the light of the day or not.

“And your work has also put legislators on their toes. It has gingered them up to compete amongst themselves (so that OrderPaper will not, at the end of the day, come and say ‘so so legislator’ has not sponsored any law while ‘so so’ legislator has sponsored ‘so so’ laws.)

“You know, when you come up with these data, other media platforms also pick them and do stories to say ‘so so legislator’ is not performing.”

The Rep Whip also stated that OrderPaper’s midterm reporting has boosted the morale of members in terms of the quality of bills now being sponsored in the House, adding: “it (midterm reporting) has made members to be on their toes and compete amongst themselves to sponsor bills and also to improve on the quality of bills that are being sponsored.”

On how some members have reacted to the work done, he said, “OrderPaper deserves a pat on the back for the work they have been doing and we encourage you to do more because you are also complementing the role of the legislature. You are upping the ante of the legislature, so thank you for the work you are doing.”

The midterm reporting by OrderPaper has been greeted with mixed reactions as some Nigerians have hailed the organization for exposing lawmakers who are not performing.

Only on Monday, a coalition of civil society organizations (CSOs) announced plans to build on the performance appraisals by jointly implementing a novel MVP Hall of Fame initiative.
