OrderPaperToday – Next week both chambers of the federal legislature will consider executive proposals on the revised 2020 budget, the Medium Term Expenditure Framework (MTEF) and the Fiscal Strategy Paper (FSP). Both chambers will also discuss series of probes assigned to committees in previous weeks and that of the Niger Delta Development Commission (NDDC) promises to hug the headlines.
Following the submission of both fiscal documents at the National Assembly this week, the Senate and House of Representatives will most likely begin consideration from next Tuesday when they resume plenary.
Recall that while referring the documents to relevant committees, the President of the Senate, Ahmad Lawan, directed that submissions be made to plenary on Tuesday.
The House of Representatives is expected to deliberate on the matter too.
Similarly, Lawan told the senate committee on local and foreign debts to report next week on the request by President Muhammadu Buhari to borrow $5.5 billion to fund the revised 2020 budget and address the country’s food security issues due to the effect of COVID-19.
Investigation of corruption allegations…
On May 5, 2020, the Senate set up a seven-member ad-hoc committee to probe the “financial recklessness” of the Interim Management Committee (IMC) of the Niger Delta Development Commission (NDDC).
The probe has generated several controversies including accusations and counter-accusations by the NDDC and members of the National Assembly respectively. The reported death of the Executive Director, Finance and Administration of the Commission, Mr. Ibanga Etang, has set tongues wagging in different directions.
The senate committee was specifically asked to probe the IMC for allegedly squandering N40 billion in three months and account for other financial transactions within this period.
The committee was mandated to give a report on its activities in four weeks which falls on next Tuesday.
On same Tuesday, the senate committees on communication, science, technology and ICT and of health are expected to report on the investigation mandated on the status of the 5G network in the country.
As per probes also, the House of Representatives will deliberate on the report submitted on Tuesday by its ad-hoc committee that investigated the $10 million bribe-for-bill allegations against the leadership of the parliament on the controversial Control of Infectious Disease bill.
A report of the joint committees of House that investigated the maltreatment of Nigerians living in China in the wake of the COVID-19 pandemic is also expected to be submitted next week.
A total of 38 nominees into the Federal Character Commission sent by President Muhammadu Buhari will be considered by the Senate next week. The report of the committee on the screening was laid the previous week.
