With fifteen federal lawmakers in the National Assembly, we highlight the scorecard of Senators and members of the House of Representatives from Bauchi State. This piece is focused on their performance in the area of Bill Sponsorship over the last three years (2019 -2022)

Bauchi

HOUSE OF REPRESENTATIVES SCORECARD

Mansur Manu Soro
Among the fifteen lawmakers from the North-Eastern State at the federal parliament, Rep. Soro leads the pack with twelve bills to his name.

A representative of  Darazo/Ganjuwa Federal Constituency at the Green Chamber, one prominent bill he has sponsored in the period under review (2019 -2022) is an amendment to the Fiscal Responsibility Act (2021), which has been passed by the House and is currently before the Senate for concurrence.

Yakubu Dogara
Speaker of the 8th House of Representatives, Rep. Dogara representing Tafawa Balewa/Bogoro/Dass Federal Constituency, comes closely behind Rep Soro with 10 Bills to his name.

Having been re-elected to the legislative chamber on the platform of the Peoples’ Democratic Party (PDP) in 2019, which couldn’t secure majority seats in the House of Representatives, his bid to return as Speaker in the current Assembly suffered a brick wall. He would subsequently defect to the All Progressives Congress (APC) and was tipped in many quarters as a possible Vice Presidential Candidate in the 2023 election.

He, however, returned to the PDP weeks ago, following the crisis that erupted in the APC over the party’s choice of a Muslim/Muslim Presidential ticket.

Umar Muda Lawal
One of the youngest members of the House of Representatives, the lawmaker representing Toro Federal Constituency, has so far sponsored five bills, including a bill to establish a Federal Medical Centre in Toro, which is currently awaiting second reading.

Abdullahi Yakubu Shehu
The lawmaker representing Bauchi Federal Constituency in the period under review has four bills to his name, including the Livestock Transportation by Trekking and Vehicles (Prohibition) Bill, which is currently awaiting report.

Makama Misau Ibrahim

With three bills already in the bag, including a Public Assets Reform Bill, which has already been passed by the House and forwarded to the Senate for concurrence. The Lawmaker representing Misau/Dambam Federal Constituency was elected to the house on the platform of the All Progressives Congress (APC).

Auwal Jatau
Representing Zaki Federal Constituency, the legislator is one among the lawmakers from the State with just one bill to their name in the period under review.

Following his selection as running mate to Governor Bala Mohammed in the 2023 Governorship elections, the lawmaker joins a long list of lawmakers who will not be returning to the Green Chamber in June.

Muhammad Musa Pali
A former Deputy Speaker of the Bauchi State House of Assembly, the lawmaker representing Alkaleri/Kirfi Federal Constituency has sponsored just one bill in the period under review.

Umar Abdulkadir Sarki
The lawmaker representing Katagum Federal Constituency is one of four lawmakers from the State in the House of Representatives who hasn’t sponsored a bill since 2019.

Others in this category are:
Uba Bashir Mashema (Jama’are/Itas Gadau Federal Constituency), Abubakar Faggo Kani (Shira/Giade Federal Constituency) and Ahmad Madaki Gololo (Gamawa Federal Constituency).

SENATOR’S SCORECARD

Bauchi

Adamu Bulkachuwa
Representing Bauchi North Senatorial District in Nigeria’s National Assembly, 83-year-old Bulkachuwa has two bills to his credit in the period of review. The Bills are The Wheat Development Council (Establishment) Bill and the Foreign Service Commission (Establishment) Bill, both at the stage of first reading.

Spouse of the immediate past President of Nigeria’s Court of Appeal, the Bauchi lawmaker recently ditched the All Progressives Congress (APC) for the Peoples’ Democratic Party (PDP), having failed to pick a return ticket to the Senate during the party’s primaries.

Elected to parliament in 2019, he currently chairs the Senate Committee on Foreign Affairs.

Halliru Jika

Like Senator Bulkachuwa, the Senator representing Bauchi Central in the National Assembly has two bills to his name in the last three years. The bills are the Police Act (Repeal and Re-Enactment) 2019 and the Police Academy (Establishment) Bill 2020, which have all been passed into law.

The relatively young grassroots politician and outspoken lawmaker, popularly addressed as ‘Dokaji’ by his admirers, is the gubernatorial candidate of the New Nigeria People’s Party (NNPP).

He is a former Speaker of the Bauchi State House of Assembly, as well as the House of Representatives.

Lawal Yahaya Gumau
A representative of Bauchi South Senatorial District at the Red Chamber, Gumau ranks lowest among legislators from the state in the legislative chamber in terms of bill sponsorship. So far, he has sponsored just one bill, which is the Federal College of Education Toro (Establishment) Bill, currently at the stage of first reading.

Like his colleague Senator Jika, he recently defected to the New Nigeria People’s Party (NNPP), where he picked the party’s ticket in his bid to return to the National Assembly.
