#RoadTo2023 Spotlight: Profile of Kashim Ibrahim Shettima | Presidential Series


In this episode of our #RoadTo2023 Spotlight (Presidential Series), focus is on the APC Vice Presidential Candidate for the 2023 elections. We examine his career in politics, achievements, as well as controversies.

With Bola Tinubu; a Southern Muslim emerging as winner of the All Progressives Congress (APC) Presidential primaries, the eyes of political watchers have been on the candidate.

Having initially submitted a placeholder; Ibrahim Masari as his running mate to beat the deadline by the election management body, more Nigerians became interested in the intrigues that characterised the search for a chosen one.’

Alas, after months of speculation, the governing party and its candidate settled for Kashim Shettima. However, this did not come without negative reactions from the public; given that the party settled for a controversial same-religion ticket.

Away from the controversies, what stuff is the APC Vice Presidential candidate really made of? What does his political resume look like and what are his achievements, as well as controversies in the field of politics?

Largely perceived as independent-minded, a federal lawmaker and ormer Chairman of the Northern Governors Forum; here’s our profile on the 56-year-old former Borno Governor, Senator Kashim Ibrahim Shettima.

  • Sponsored the Mental Health Bill, Alternative Dispute Resolution Bill, Geospatial Information Regulation Bill and Trademark Act (Repeal and Re-enactment) Bill; all at the stage of first reading.
  • He also sponsored the Federal Polytechnic Maiduguri (Establishment) Bill, National Commission for Peace, Reconciliation and Mediation Bill, as well as the Weights and Measures Implementation Agency Bill still in the stage of first reading.
  • Senator Shettima sponsored the Nigerian Arabic Language Village, Ngala (Establishment) Bill currently at Committee Stage.

  • Praised as passionate, intelligent, independent-minded and able to unite the people of Borno beyond political affinities and party differences. 
  • Youths working with security agencies for the first time in the history of Nigeria, established the volunteer effort against insurgency known as the Civilian Joint Task Force (JTF).
  • The state government approved salaries, kits, and patrol vehicles for the Civilian JTF while at the same time giving support to the Nigerian Armed Forces. 
  • The Shettima-led government led in mobilising community-based intelligence gathering and provision of logistics to the military and other security agencies.
  • Created jobs by engaging young men and women as street cleaners under the Borno State Environmental Protection Agency (BOSEPA).
  • Engaged hundreds of youth in the making of interlocking bricks used in landscaping most parts of Maiduguri, the State capital
  • Management of Internally Displaced Person (IDPs) camps with the introduction of a household feeding system for IDPs.
  • Focused attention on expansion and remodelling of existing schools
  • Built new boarding primary and junior secondary schools to cater for over 50, 000 unaccompanied orphans whose parents were killed by insurgents across the 27 local government areas of the State.
  •  Built a Borno Industrial Park and a Specialist Hospital.


  • Alleged to have owed pensioners in the state huge amounts of money
  • Insurgents occupied 20 out of the 27 local government areas of the State under his watch before the Nigerian Armed Forces liberated them between 2015 and 2016.
  • Shettima is largely criticised for his handling of intelligence on a possible attack in his state leading to the infamous 2014 abduction of 276 girls from Chibok community, Borno.
  • It is alleged that while other governors in the zone heeded the security advice, he was the only one that flagrantly flouted it.
  • He claimed, in 2017, that then President Jonathan almost removed him as governor in 2014 believing that he was responsible for the disappearance of Chibok School girls.
  • Governor Shettima also accused  Jonathan of deliberately omitting facts about the abduction and attempting to sweep a report by an investigative committee on the abductions under the carpet.

  • Drove key changes in the affairs of the Northern Governors’ Forum with focus on promoting northern unity and reviving ailing industries belonging to northern States.


  • Was criticised for his dismissal of Vice President, Yemi Osinbajo as not competent to occupy the office of the President in the build up to the APC Presidential Primaries.
  • His selection as vice presidential candidate to a Muslim presidential candidate sparked negative reactions across the country and tagged as offensive to the sensibilities of Christians in Nigeria.
