The bill seeks the implementations of critical developmental projects across the nation’s capital city.
The senate has passed a bill seeking the approval of a N288 billion supplementary budget for the Federal Capital Territory Administration (FCTA), Abuja.
This followed the consideration and approval of the bill’s recommendation by all senators present during Thursday’s plenary.
The bill is for an Act to issue from the Federal Capital Territory Administration Account the total sum of N288bn arising from a need to accommodate additional inflows from Internally Generated Revenues (IGR) and other revenues in the sums of N8bn and N280bn respectively.
OrderPaper recalls that the President of the Senate, Godswill Akpabio had on Wednesday, 25th September, 2024, read a correspondence addressed to the National Assembly from President Bola Tinubu dated September 19, 2024.
Tinubu in the letter stated that the supplementary budget for the FCTA was in pursuant to the provision of the 1999 Constitution (as amended).
The letter read, “I write in accordance with the provisions of Section 121 of the Constitution of the Federal Republic of Nigeria, to forward herewith an additional supplementary budget proposal for the FCTA for consideration and passage by the House of the Representatives.
“This supplementary budget proposal has been prepared based on the FCTA’s reviewed revenue and expenditure forecasts and is aligned with the fiscal and developmental policies of the federal government and the Renewed Hope Agenda.
“With it, the FCTA continues to prioritise the improvement of human capital and infrastructure within the Federal Capital Territory.”
Following the correspondence, the bill was immediately read for the first and second time and was thereafter referred to the Committee on FCT and FCT Area Council for further legislative duties.

The Leader of the Senate, Senator Opeyemi Bamidele (APC, Ekiti Central) had earlier stressed in his lead debate on Tuesday, the need for a speedy consideration and passage of the appropriation bill in order to carry out swift implementations of critical developmental projects across the nation’s capital city.
Presenting the harmonised report of the joint Committees of the Senate and House of Representatives, during Thursday’s plenary, the Chairman of the Committee, Senator Ibrahim Bomai (APC, Yobe South) noted that time is of the essence which prompted them to stay back to till late hours to look thoroughly look into the bill.
Bomai noted that the capital component of the proposed supplementary revenue amounts to 89.21 per cent, while that of the overhead was only 10 per cent.
He implored the senate to consider and pass the committee’s recommendations on the 2024 FCT supplementary appropriations bill.
Following the presentation of the report, the senate dissolved into the committee on supply to consider the report. Thereafter, the bill was put to a voice vote by Senator Barau Jibrin who presided over the day’s plenary.
This fresh supplementary budget comes after the Senate had passed the sum of N98.5 billion Supplementary budget (Appropriation Bill) for FCTA in June.
